Meet the leaders who bring this mission to life below.

Danielle Stewart

INTERIM EXECUTIVE DIRECTOR

Danielle Stewart serves as the Interim Executive Director of the Raleigh County Community Action Association (RCCAA), bringing a strong record of leadership, service, and community engagement to the organization. A retired U.S. Army Major with 23 years of distinguished service, Stewart has built her career around strategic planning, organizational development, and service to others.

Following her military retirement in 2015, she continued her commitment to public service by taking on key leadership roles throughout Raleigh County.

As Interim Executive Director of RCCAA, Stewart is focused on strengthening the agency’s mission to empower residents, expand access to essential services, and improve the overall quality of life for families throughout Raleigh County. She is dedicated to enhancing program effectiveness and ensuring that RCCAA continues to be a reliable resource for the community.

Avis Salaam

DIRECTOR OF HEADSTART

Avis Salaam brings more than two decades of dedication, expertise, and heart to RCCAA Head Start. She holds a Bachelor of Arts in Psychology with a minor in Early Childhood Education, as well as a Master’s degree in Addiction Counseling. Over her twenty‑four years with RCCAA, Avis has served in multiple roles—including classroom teacher, staff mentor, center manager, and most recently, Health & Disabilities Specialist for the Head Start and Early Head Start programs.

A devoted mother of four and proud grandmother of four, Avis extends her passion for service beyond her professional role. In her spare time, she actively supports the community by planning, organizing, and managing local food drives, clothing drives, and meal‑prep initiatives for families in need.

With her extensive experience, unwavering commitment, and deep understanding of early childhood development, Avis provides invaluable structure and support to the HS/EHS program. RCCAA is honored to have her leading our largest department and confident in the strength, compassion, and excellence she brings to the families we serve.

David Crone

DIRECTOR OF TRANSPORTATION

David Crone serves as the Operations and Transportation Director for the Raleigh County Community Action Association (RCCAA). He began his journey with RCCAA in April 2019 as a driver and, through his dedication and leadership, was promoted to Director in April 2022.

David is committed to ensuring safe, reliable, and high‑quality transportation services for the community. His hands‑on experience and continued passion for service guide the daily operations that keep RCCAA’s transportation program running smoothly.

Outside of his role at RCCAA, David is an active member of the local sports community. He officiates and umpires for the West Virginia Secondary Schools Activities Commission (WVSSAC) as well as state little leagues, bringing teamwork, fairness, and professionalism to every game.

Theo Greer

MAINTENANCE SUPERVISOR

Theo Greer serves as the Maintenance Supervisor at RCCAA, bringing more than 17 years of dedicated service to the agency. Throughout his tenure, Theo has become a trusted and invaluable member of the organization, known for his strong work ethic, reliability, and deep understanding of the agency’s facilities and operational needs.

In his role, Theo oversees all maintenance operations, ensuring that RCCAA’s buildings, equipment, and grounds remain safe, functional, and welcoming for staff and the community members the agency serves. He leads a skilled maintenance team, coordinating daily tasks, managing repairs, and guiding long‑term upkeep and improvement projects. His hands‑on leadership and commitment to quality help ensure that every program and service at RCCAA operates in a well-maintained and supportive environment.

Theo’s extensive experience, problem‑solving abilities, and dedication to RCCAA’s mission make him an essential part of the agency’s success. His work behind the scenes plays a vital role in helping RCCAA create safe, accessible, and efficient spaces for the individuals and families who rely on its services.
